Simplify access to process engine configuration through Context

Description

Create Context class with 2 static methods
Context.getCommandContext();
Context.getProcessEngineConfiguration();

Important related methods
Context.getProcessEngineConfiguration().getBeans(); for access to beans in the spring configuration (both standalone and spring)
Context.getCommandContext().getTransactionContext(); we might consider pulling transactioncontext directly into the context.

Later, we might add ProcessDefinitionContext or DeploymentContext which are related to the current execution.
